Resolution (2026-09-27, frankD)

Caused by 7dc976a8cc, which gave i386 a per-thread block (fs), so threadvar on i386 compiles now, as intended. Step 47 asserted the OLD refusal on i386. The compiler is right; the row was stale. It now asserts the refusal on riscv32, which still has no block (checked: rc=1 with "threadvar needs a per-thread block"). The job is GREEN at HEAD after the change. A census of the Makefile for the other rows asserting the refusal or the shared-copy warning found only riscv32 and target-neutral rows.
